I performed several voltage and current tests on both my iPad Pro and iPhone 6S. I concluded that most, not all, flash drives require external 5 volt power supplied to the Apple Camera USB 3 adapter. Interestingly, the newer iPlugmate and Sandisk flash drives with lightning connectors that require an app to access, do not require external DC power. This is true even if you connect the USB connector end of these devices using the Camera USB 3 adapter. These flash drives draw approximately 70 mA of current when the USB end is connected to the Apple USB Camera 3 adapter. Of course all portable hard drives, but not all SSD drives, require external power supplied via the Apple USB Camera 3 adapter. I also tried a couple of after-market lightning camera adapters, supposedly equivalent to the Apple USB Camera 3 adapter, with mixed results, most of which failed.
I used a simple USB tool that measures USB current drain but was unable to precisely determine at what current level the iPhone or iPad devices require external power which will eliminate the excessive current drain message. As near as I can tell, external flash drives or similar storage devices that draw more than 80 mA will trigger the error message and refuse to allow drive access. Interestingly, I used a heavy dute fully charged USB battery supply and was unable to access attached drives that exceeded 80 mA of current drain. Most of these USB battery supplies measured a lower output voltage than the 5 Watt Apple AC USB power source, hence it's possible both current and voltage associated with connected devices are monitored. In every case where external power was required, the Apple 5 Watt AC adapter eliminated the error message and subsequent failure to access attached external drives. I experimented with two different 2 Watt AC USB power adapters both of which did not solve the problem.
It would be helpful if Apple would identify what iPhone and iPad current levels are required to allow external storage device usage. Regardless, so long as any attached drive that draws more than approximately 80 mA of current, must have a 5 Watt source of external USB power connected to the Apple USB Camera 3 adapter. If you're waiting for a software update to eliminate this obstacle, I doubt it will happen.
